    Refused Permission for the following reasons:

     

    That on the basis of the very limited information submitted it is not considered that the level of works required to facilitate the development comprises the conversion of a building that is of a permanent and substantial construction.  Consequently, the amount of works required would effectively result in a new dwelling, for which there are no very special circumstances.  The proposal therefore conflicts with policies GB2 and GB11 and guidance contained in the NPPF, in particular para’s 55 and 90.
