    Refused Permission.  The Committee considered that:

    (1) The proposed plot sizes would be significantly at variance with existing plots in the vicinity of the application site in terms of their shape, layout and relationship to neighbouring development.  Furthermore, the position of each proposed dwelling within its plot, the spacing between the two frontage dwellings and the dwelling on Plot 3 not following an established building line, would not be in accordance with the prevailing character in the vicinity of the application site, creating a cramped appearance.  In addition, Members considered that the design and external appearance of the proposed dwellings would not be compatible with the character of existing dwellings in the vicinity of the application site, particularly the two frontage dwellings which both have an identical appearance, thus failing to reflect the spacious and varied nature of surrounding development.  As such, the proposed development would appear cramped, out of character and would relate poorly to surrounding plots and buildings, appearing as an incongruous and poor form of development that would be unduly prominent and visually intrusive within the street scene which is designated as an Established Residential Area of Special Character.  Members considered that Policies H4, GC1 and CS20 apply.

    (2) Members also considered that the proposed garages for all three plots are deficient in size, meaning each garage could only accommodate one car satisfactorily.  The remaining space for vehicles to park within each plot is tight and does not allow for sufficient parking and manoeuvring space to allow vehicles to exit the plots in forward gear.  Therefore members considered that the development is likely to result in vehicles reversing onto the roads and also an increase in on-street parking on the surrounding highway network, causing inconvenience and danger to drivers and pedestrians.  Members considered that Policies TR11, TR16, CS25 and CS26 apply.

    It was reported at the meeting that an amended plan had been received that removed one of the proposed parking spaces to allow for the retention of a Scots Pine. Proposed Condition 6 was amended to refer to Condition 5 (and not condition 3).

    It was reported to the meeting that there had been no objections to the application.

     

    Conditional Permission.   In granting permission against officer recommendation the Committee Members acknowledged that whilst there had been a considerable percentage increase in size to the Lodge by the previous extensions built, they considered that there would be minimal harm to the openness to the Green Belt by this small extension and also that the other existing extensions in themselves were small and therefore the property remained small in scale in a large plot and so there would be minimal harm to the Green Belt. That this was a family home. Members also acknowledged that the property could not benefit from any more Permitted Development.
